This Master s Thesis aims to use the theoretical models of growth with restricted balance of payments, specifically Kaldor (1970) and Thirlwall (1979) models, to analyze the behavior and the pattern of specialization of Brazilian exports and imports in the last years. It is observed that, in some periods, the pattern of specialization has contributed in restricting long-term growth of the Brazilian economy. It has been hypothesized that overall this is due to lack of structural transformation policies. To achieve this goal, it analyzed the performance of Brazilian exports and imports disaggregating them according to their technological content. The basis for comparison was a group of countries to which Brazil is inserted in, the BRIC. In this regard, the work is a comparative analysis by using descriptive statistics. It is concluded that the low rate of GDP growth experienced by Brazil since the 1980s can be explained in part by the decoupling of the Brazilian National Innovation System (NIS) and the Brazilian productive structure. This would be reducing the income elasticity of exports and raising imports, causing a pattern of specialization intensive primary commodities and labor and low-skill labor

Seeking to explain the causes leading to the developme nt and attempt to understand it, some economists were organized around central ideas, culminating therefore in the development of economic theories. The knowledge accumulated over the work by these scholars will make a significant contribution in shaping t he thinking of Celso Monteiro Furtado . Furtado developed numerous studies trying to understand the dynamics of underdeveloped structures, what their basic characteristics and the main factors responsible for the perpetuation of the status quo of these stru ctures. Starting from the question "What remains of underdevelopment characteristics in Brazil in the light of the thought of Celso Furtado?", This work is guided by the hypothesis that Brazil has not suffered between 2001 and 2012, significant structural changes that it could classifies it as a developed country. It has been for this work as a general objective to analyze the underdevelopment of elements that persist in Brazil in the light of the thought of Furtado. And as specific, characterize economic d evelopment, from the study of the classical schools, Marxist, neoclassical, Kaleckian, Keynesian and ECLAC of economic thought; describe the economic underdevelopment in light of Celso Furtado ideas; and, finally, evaluate from the particular epistemology of thought Furtado Brazilian economic reality, with emphasis on the analysis of underdevelopment elements. It was found that although there have been important advances in some sectors, the country maintains a significant structural heterogeneity. Hence th e relevance of Furtado's contribution to understanding the economic underdevelopment, because he is still a constant in our reality.

This study reflects on the conflicts that exist between the different forms of participation and the political representation manifested by community organizations and social movements in the city of Natal/RN. The objective is to better understand the process of political participation of the popular classes and how the different actors have represented collective demands in the struggle for rights. To this end, we mapped the organizations, social movements and participation spaces, through a type of participant research, in which we had the opportunity to experience and study different forms of collective action and events instigated by the community organizations and the Movement for the Struggle in the Neighborhoods, Villages and Slums (Movimento de Luta nos Bairros, Vilas e Favelas) MLB. From the theoretical contributions of authors such as Maria da Glória Gohn, Marco Aurélio Nogueira, Virginia Fontes, Vera da Silva Telles, Roberto Da Matta and Carlos Montaño, as well as the empirical data collected, the study revealed that on representing their segments and occupying different spaces of participation, some actors have formed partnerships with the State, putting collective demands on a second plane. Contrarily, other actors have articulated their struggle around collective demands and manifested through direct action, mobilizing and asserting themselves in defense of a project for society

The approach that undertakes this work revolves around the emergence of iconic structures on reflecting about the meaning of different methods of image representation through which the contemporaneity reveals itself. At baseline, three aspects are considered looking for an analytical ontology of the act of representation and imagery: the transition of representation in the oral culture of societies for writing, from these to typography, and finally the creation of a representation device. Resorted to, therefore, the argument by some genealogy reference points that technological instances such as writing, printing and photography, the evolution of this process, correspond, in itself, a consequent shift technique, for each representation precedent. In the area of the image, the most salient aspect of this change in foward process is the emergence of hyper-reality: the instances of hyper-realistic representation. In the Western context, the 'simulation of the world' - essential idea of mimesis is the work of an autonomous an conventional system. It should be noted, then the fact that under unreflective of the post-industrial societies, the mass-media image is coating with natural or fake code including - according to Baudrillard - tends to replace the real world in the "perpetuation of a large chain of simulacra." Hence in modern times, in the postindustrial society, during the crisis of the representation regimen and perception, centered in the referent. In this limit, new settings are established by aesthetic representations of imagery in contemporary culture: establishing spaces of simulation [Jean Baudrillard] the spectacle [Guy Debord] and hypermodernity [Gilles Lipovetsky] in which they operate. In these assemblages, saps the emergence of Hyper-reality Representation Instances - as seen in this study aesthetic events to configure itineraries of a new sensibility. It is the nature of this practice sign-iconic, ingrained in the creation of current artistic expression, which this research engaged in peering: the hyper-realistic setting, taking empirical support central to contemporary imagery production, diverse formats of analog representation.

This work analyses the ability of National States and regions have to formulations development strategies. Redeeming the initial development concept as a conflictual process, the hypothesis is that it presents internal and external constraints, as the latter have a higher preponderance, revealed the role played by money. In this case, one can point to as sub-hypothesis that the growth models with external constraint, mainly through the balance of payments, may illustrate the fact that countries are subject to international economic interactions that limit the possibility of bringing acylating strategies well successful in overcoming backwardness. For the specific case of regions, indicates that the external constraint remains an element of embarrassment for regional development, but redeems itself the center-periphery relations in this context to discuss the role of monetary and financial system as an explanation for the disparities regional income. On the domestic front, we highlight the importance of social structures of accumulation as an element of internal cohesion necessary to achieve successful development trajectories. It points also to the importance of the State in the process rescuing some of the main theoretical contributions of the political economy of development, incorporating the concept of globalization on theoretical frameworks presented. This construction where development depends on the actions of external and internal conditions, where money plays a key role as a guideline for reflections on regional development. The attempt was to transplant our considerations on the general development to address the case of regions. Finally, we conclude by greater confidence in the hypothesis and sub-hypotheses of departure, which led to propositions of economic policies

The aim of this study is to assess the contribution of the Pan American Health Organization (PAHO) to the field of human resources for health in Brazil. The assumption is that this organization not only influenced the development of this field, but but that it was also influenced by Brazilian institutions and by national political movements, through the interaction of its consultants with these movements. Four projects were selected, through which the contribution of PAHO was evaluated: the Program for the Strategic Preparation of Health Personnel (PPREPS), the Project for the Large Scale Formation of Middle and Low Level Personnel (Large Scale Project), the Project for Qualification in the Development of Human Resources in Health (CADRHU) and the Project for the Managerial Development of Basic Units of the National Health System (GERUS). To operacionalize the study, we used three basic complementary procedures: a bibliographic research, documental research and an interview. The time frame considered was from 1975, the year an agreement was signed between PAHO, the Ministry of Health and the Ministry of Education and Culture, establishing PPREPS. It was through this program that the first PAHO team of national human resource consultants was contracted. The period between 1975 and 1999 was marked by political and social movements that changed the course of health in the country; among these was the Movement of Sanitary Reform in Brazil, which culminated in the implementation of the National Health System (SUS). This paper shows the connections of the PAHO consultants with this movement and the implications that this had for the Program of Cooperation in the Development of Human Resources of PAHO/Brazil. It also demonstrates that as the program became contaminated by national movements of health system reorganization and of democratization of Brazilian society, it proposed, in cooperation with national institutions, an organization of determinate areas of operation of these same institutions. The manuscript further reveals that, with the Large Scale Project, the human resources program determined the pedagogical and methodological option that would be the model for various other educational projects undertaken by a number of Brazilian institutions with the technical cooperation of PAHO. And finally, the repercussions and contributions of these projects, which strengthened the the field of human resources in the public health services of the country, are identified. Understanding music as a social manifestation, able to represent the time and culture along with their uses and mores, we look at the female figure in the electronic forró genre. Through a reading of the two genres musical and feminine we seek to identify the discourses present in the compositions, which refer to the feminine with thematic and/or terms referring to women. The study focuses on the compositions between 2009 to 2010 which became hits, ie.: those which have attained the highest number of listeners to 96 FM in a program named Paradão 96, broadcasted daily in the city of Natal/RN. Grounded in such concepts as cultural industry, mass culture, folkcommunication and gender, we analyze the processes of meaning production as a result of using the female figure and more accurately, about the representation of women through the discourse of this specific genre. We have chose the descriptive research with a qualitative approach and Discourse Analysis as a technique to identify the terms that refer to women, reflecting on what would be the possible meanings found in these speeches. We point out that in our investigation the female figure turned into a sexual object, erotic and submissive, in their turn, attributes usually given to women, was not a predominant result in the speech of electronic forró gender. With a variant thematic some playful and others about the betrayal of women we have identified that, to the surprise of many, including ourselves, romantic love was the one who led the audience requests during our time frame and that the female figure has several facets within the studied genre

Entendiendo la música como una manifestación social, capaz de representar el tiempo y la cultura, junto con sus usos y costumbres, dirigimos nuestra mirada en la figura femenina presente en el género forró electrónico. A través de la lectura de los dos géneros musical y femenino buscamos identificar los discursos, presentes en las composiciones, que se refieren a lo femenino con temática y/o términos que se refieren a las mujeres. El estudio se centra en las composiciones en el período 2009 a 2010 y que se convirtieron en éxitos, es decir, aquellos que han alcanzado el mayor número de oyentes de Radio 96 FM a través del programa Paradão 96, transmitido diariamente en la ciudad de Natal/RN. Basado en conceptos tales como industria cultural, cultura de masas, folkcomunicación y género, se analizan los procesos de producción de sentido como resultado del uso de la figura femenina y con mayor precisión, sobre la representación de las mujeres a través de discursos del forró electrónico. Elegimos el enfoque descriptivo cualitativo y análisis del discurso como una técnica para identificarlos términos que se refieren a las mujeres, reflexionando sobre los posibles significados que se encuentran en estos discursos. Se señala que en nuestra investigación no predominó una figura femenina convertida en un objeto sexual, erótico y sumisa, atributos dados para las mujeres, en los discursos de forró electrónico. Con variaciones en las temáticas algunas juguetones y otras acerca de la traición de la mujer identificamos que, para sorpresa de muchos, incluidos nosotros, el amor romántico fue el que llevó las solicitudes de audiencia durante nuestro período de tiempo y que la figura femenina tiene varias facetas dentro del forró electrónico

This work is about a search that takes the Comitê pela Anistia no Rio Grande do Norte and the Associação Norte-Rio-Grandense de Anistiados Políticos as Political Spaces capable of expressing History, Memory and Politic. And has as main objective analyzing the amnesty process in the State from these Spaces of political struggle and of resistance, from the 1970s until the early 2000s. The discussion of amnesty and struggle for rights and remedies are still present today on the political agenda of the country, which demonstrates the importance and the incompleteness of the amnesty. Beyond the oral sources, which are essential for understanding periods of oppression, we also used written sources, such as digital and printed newspapers, laws, meeting minutes, pamphlets of political parties, magazines, theses, dissertations, among others. We made the crossing of oral sources with written guides us as Paul Thompson, highlighting the importance of Memory, especially of Collective Memory in line with the perception of Maurice Halbwachs. Work the concept of history approached by Jacques Le Goff and Politic from the perspective of Hannah Arendt. And consider the space from the approach taken by Doreen Massey

La présente étude sur la modernisation économique qui s est opérée dans le Rio Grande do Norte, constitue un débat concernant les tentatives de faire aboutir un projet de développement industriel fondé sur l exploitation des matières premières locales telles que le sel, le calcaire, les eaux mères et le pétrole, entre les années 70 et 90 du XXe siècle. Elle cherche à montrer, à partir de l observation de l action planifiée de l État national et régional, soutenu par le capital international et par les groupes économiques et politiques locaux, comment on a tenté d implanter, dans des conjonctures économiques distinctes, une industrie d intrants de base moyennant la création de deux pôles de développement : le Pólo Químico Industrial (1974) et le Pólo Gás Sal (1996). Elle est centrée sur l analyse des actions orientées vers la concrétisation de ces pôles, et prendra pour objet les politiques de développement émanant de l État national, en particulier celles qui relevaient du II PND et qui visaient, au cours des années 70, à l implantation d une industrie décentralisée dans la région Nordeste ; les règles fixées par le Plano Nacional de Desestatizações, destinées à promouvoir les privatisations des entreprises publiques brésiliennes, lesquelles ont rendu possible la vente d Alcanorte au groupe industriel commandé par Fragoso Pires, et les politiques définies par l État national et régional, rassemblées sous le titre de « guerre fiscale » afin d attirer des capitaux internationaux susceptibles de rendre viable le Pólo Gás Sal. Il y est démontré que l État a coordonné un ensemble d actions dans les domaines de l infrastructure et des exonérations fiscales et financières, dans le but d accélérer la transition d une économie primaire et exportatrice vers une économie moderne, industrialisée. Et que le concours simultané de forces économiques et sociales particulièrement expressives le capital national et international, les élites locales n a pas suffi pour promouvoir la modernisation industrielle escomptée des secteurs chimique et pétrochimique. Parmi les différentes raisons qui ont contribué à un tel échec, on peut mentionner : l absence d une accumulation interne préalable de capital ; la dépendance de l économie locale par rapport à la technologie et au capital des groupes économiques internationaux ; l inconsistance des stratégies de développement relevant de la politique qui caractérisait la « guerre fiscale », et la fragilité de la représentation politique locale

This is an ethnographic and comparative study of the Maracatus Solar (2006) and Reis de Paus (1960), whose aim was to verify what is ancient and traditional in the new maracatu practiced by the guild Solar and conversely, what is new or modern in the old maracatu ritualized by guild Reis de Paus. It is worth noting that through this case study it is also intended to ethnographically observe and better understand the processes of ruptures and continuities between modernization and tradition, and the relationship between the global and the local. The communication system, the dancing, the music, the costumes and the loas (letters) were analyzed using the technique of participant observation as well as secondary materials such as newspapers, blogs and magazines. The interviews were open, non-directive, but recorded to facilitate understanding the speech of revelers. The research has shown that all the symbolic elements of aesthetic expression of the maracatu are permeated by clashes of historical contexts and of political representation, which, in another instance, also enunciates a fight of micro-community resistance regarding the renewal process and the social development that plague modern megalopolis. It is In this interim, between modernity and tradition that today it can be spoken about the existence of hybrid identity in the maracatu regarding a context mediated by the overall above mentioned values and customs specific of the new generations. However, one can not deny that the forms of negotiations with modernity also require the establishment of a link with the specific singularity of a popular culture that is not excluded, but also should not get invaded by the idea of authenticity. Therefore, performing this study was above all an opportunity to understand also the community life in the city outskirts, understanding society, culture and everyday social relations maintained between humans that produce and make it all happen. The Solar and Reis de Paus do not join in opposition between themselves nor by their similarity. What is most striking among them is the renewal of a tradition that reinvents itself in the form of popular representation across the street parade

This research aims to provide a reflection on the preservation practices of Brasilia as Cultural Heritage in four analytical/political dimensions: conceptual, urban, political-institutional and legal. In order to do that, the preparation process for the Plan for the Preservation of Brasilia Urban Set (PPCUB) was taken as research object. This preservation plan is representative of the context which determines the relation between goals and preservation practices in the social production process of urban space. Designed by Lucio Costa in 1957, Brasilia received the Cultural Heritage title 27 years later, in 1987. It was recognized a World Heritage Site by the United Nations Educational, Scientific and Cultural (UNESCO) in the same year as it "represents a unique artistic piece of work, a masterpiece of creative genius"; and "an outstanding example of a type of construction or architectural compound that illustrates a significant stage in history" (SILVA, 2003). Brasilia’s urban conception, also recognised in the district and federal levels, gives prominence to the 'urban scales' – monumental, residential, gregarious and bucolic – as the main aspects to be preserved. Despite being an undoubted representative, Brasilia seemingly displays a contradiction. On the one hand, the essential value of the city’s urban design is acknowledged as cultural heritage at international, national and district levels. On the other hand, numerous ways of urban interventions disregard the principles of that conception. In 2012, the international Monitoring Report raised some issues which highlight the following main needs: primary need for clear definition of the urban scales’ characteristics and boundaries; definition of a legal framework that conciliates national and district laws of occupation and use of land; creation of inter-sectors executive authority with both decision-making and financial autonomy; and promotion of heritage educational programs. This report also proposes "to cancel the current process of approval conducted by PPCUB and establish a formal consultation process through a committee made up by GDF and IPHAN, which will enable the active participation of University of Brasilia, the Architects Association, ICOMOS and local organizations" (SEDHAB, 2010). Already in its drafting process, the international recommendations evidence that preserving Brasilia’s urban design conception is not among the goals to be achieved. Thus, this research highlights that the intentional nature of PPCUB’s plans does little towards realizing the current proposals.

Trata-se de uma investigação que busca revelar convergências e divergências no processo de planificação da Política Pública de Saúde, com foco primordial na participação dos organismos de representação social na consolidação do Sistema Único (SUS), destacando a Conferência Nacional de Saúde CNS, instância que deve ter participação obrigatória na formulação de recomendações para essa política estatal. Considera que a planificação reúne elementos de concepção jurídica, técnica e política para a elaboração dos documentos intitulados Planos Nacionais de Saúde PNS. A partir de pesquisa qualitativa de base documental e argumentação com apoio de Cartografia Simbólica, põe em exame o processo de elaboração e o teor presente nos relatórios da 12ª (2003), 13ª (2007) e 14ª CNS (2011), alinhando seus eixos, diretrizes e prioridades nos correspondentes PNS nos quadriênios 2004-2007, 2008-2011 e 2012-2015. A escolha desses instrumentos, na temporalidade sugerida, tem por esteio o período em que a implantação do sistema de Planejamento do SUS PlanejaSUS, orienta normativa e tecnicamente a elaboração do PNS, tendo como uma de suas referências o que foi emanado das conferências. Propõe-se verificar as tensões existentes entre momentos distintos da definição das prioridades elencadas nas políticas públicas de saúde à luz das contribuições teóricas sobre a concepção do Estado, numa visão contemporânea associada à sua dinâmica de atuação vinculada ao modo de produção e acumulação capitalista; sobre a metodologia do Planejamento Estratégico com base na participação de atores diversos; e ainda, na análise sobre a expressão desse participacionismo na ótica dos processos democráticos representativos no SUS. Na confecção dos mapas cartográficos foi proposta a correlação entre os conteúdos dos Relatórios das 12ª a 14ª conferências de saúde com o que está expresso nas prioridades constantes nos Planos Nacionais de Saúde (2004 a 2007, 2008 a 2011 e 2012 a 2015), verificando-se aproximações e distanciamentos existentes entre o que expressa a sociedade e a política governamental. Conclui-se que, do exame crítico entre as diretrizes e prioridades contidas no acervo documental existente e sua metodologia de construção, com fundamento na argumentação do aporte teórico trabalhado, são verificadas tensões e harmonizações que revelam pontos convergentes e dissonantes das pactuações e consensos entre os atores sociais representantes dos segmentos, no qual critério da representatividade condiciona a defesa de opiniões, interesses e prioridades, de modo diverso para os que estão implicados nesse processo de planificação

Quand on se plonge sur l‟oeuvre de Caio Fernando Abreu, on est forcement mené à faire une profonde analyse social qui résulte dans une grande bataille entre l‟amour, la société et la politique. Cette Memoire de Master, Politique, chanson et théâtre : Le conte « Ces deux-là » de Caio Fernando Abreu répercute au quotidien brésilien, montre que la plongé faite ici cherche à analyser, à partir d‟une perspective comparative, les angles observés par l‟auteur dans son oeuvre écrite pendant les années de la Dictature Militaire brésilienne, l‟influence des Beatles et du musicien/poète Caetano Veloso avec le mouvement du Tropicalismo. Dans ce travail, on observe le rôle du narrateur au sein du développement du conte comme représentation de la société irrémédiable et comme cette narrative s‟ajuste en mode théâtral. La lecture de cette memoire est basée sur l‟analyse du conte « Ces deux-là », du livre Fraises Moisies, et l‟influence de la musique Strawberry Fields Forever, des Beatles chez l‟écriture de l‟auteur, ainsi que les discussions sur les images présentent dans la narrative comme la structure essentielle pour le processus du montage du spectacle homonyme par la Cia. Luna Lunera, Minas Gerais, à partir du mécanisme de la traduction, du littéraire au scénique, appuyée sur les idées de Patrice Pavis
